Bug loading/ Bug de chargement/ Bug cargando

Hello everybody, i have the problem concerning the game, this bug consists in that when i load an installed city by workshop or a city backup i made and i throw one of the parts the game loads up to the near en and the bird spins without stopping but the loading bar does not advances, i uninstalled the game then reinstalled, removed all the mods, but nothing does. If anyone could help me i would be grateful. Sincerely.

Can you tell me if the numbers in the screen stay green, or turn orange or even red?
