Thanks for the heads up AND the anticipated encouragement. I am going to start over again and I have no problem with that(got time and it's go time). So with nothing on board, nothing saved, I will start with mods listed by Snowflitzer and MaxFX(BTW, I have a few more than a handful of those listed). This is going to be interesting, but I do wonder, am I going about this ok? Is starting over completely something I will or may regret?

By doing this, and getting a feel for all the back and forth comments,

Game seems plug and play, but it is not.

Always do what works best for you, but you're going at it the long way around.
If you maintain a clean mod list and haven't purchased the DLC, everything that worked prior to the update will work after the update. You don't have to delete anything.
Just update (replace) the mods on your list that got broken by the steam update or indicate that they are now compatible with the latest steam update and run both the "subscribe to all" and the "enable all" options on any saved games you want to load.

Subscribe All, then Enable All, brings in all current files for your saved game, never old
dead junk from the saved game.
A better state for your game.
The mod you may of thought would be there to just go get to then update in Subscribe All/Enable All could now be gone. Or changed and newer one done by a modder also now may have a way different name and listing appearance you would of never known of or thought it was, and one you never subscribed to yet from the website.
I assumed PP was the trigger to all this mess. I did not even buy the DLC yet. It was not, by itself. A DLC or mod is a attachment to a main program. It is all - the system, DLCs, mods, website, etc. that are being updated.
All good programs have updates.
I am prepared for the system updates and mod adjustments.
Cities Skylines users are of the best in games, going even further and beyond than all gaming products. Much further. Anyone who can convert a Nordstrom logo .jpg>.obj>.crp and precisely install it on a existing building or, even better, create a new building that beats Busan or Harrods with dazzling results has more going for them than you think.

If you have been involved in CS game build/play for years, I do recommend becoming a computer programmer. Many here already have it in them. You are needed. Yes, it can be a frustrating, long hours creative career. I just got over the stress and solved the issue.

It looks like Game Anarchy can be deleted unless I am mistaken.
I can get screenshots of the un-activated mods if you like.
FYI: I had no mods or assets in content manager when I subscribed to everything provided above.
System did a full 42 post mod edit also.
Leave Game Anarchy.
Delete - Unlock All+ W & L, Sort Mod Setting, Achieve It, Skip Intro.
Restart game.
If you get a Move it warning box, add Move it.
Exactly- Warning box tells you what is in the way, what is needed.

restarted computer with no move it problems. Going to reboot again since removing "Unlock All +~" and will try the game.
This screenshot is from the Asset Editor but this also happens when I am ingame. Once I started playing, everything was so dark (just like that screenshot). Why is this happening and how do I get it back to a good old playing field?
I also see you're using 'Render It!'. That mod offers lots of graphics settings. Looks like you need to work it out to make it more lighter.
I'm currently messing around with Render it as well....
