The deluxe edition contains extra content over the simple one,more unique buildings and stuff. I recommend u getting the deluxe one from the beginning because Im sure at some point you'd want the deluxe one so its better to pay 1€+ now than 10€ later
There is a search bar in the top right corner of the screen.
Everyday at least one person ask "what dlcs should I get?"
There are literally dozens of threads about this exact thematic!
Every other forum got some sort of netiquette where you're asked to FIRST search and THEN open a thread if the answer doesn't pop up.
- Wich dlc should I get?
- I got a XYZ CPU but my fps are low!
- My mods screwed up my game and I get an error message
- I'm unable to to understand traffic and just have to call this game broken!
- Any good mods?
My recommendation to OP is to have a look at the DLC and decide for themself what is interesting. If you don't know what you want, its difficult to help.
As far as DLC, you've answered your own question. You don't feel they are worth it, so don't buy any.
But there is no true answer other than research yourself. How would I know what you want out of this game, or any other game?
Ironically, you didn't get it either nor make an attempt to quantify your question.
More ironic, the OP did answer his own question, as was already pointed out. 90% doesn't seem worth it he claimed, so 10% is possible. We can't advise as he didn't specify any DLC he might be interested in.
I recommend, play the base game and if it isn't enough, then look for DLC with features you think would be nice in your city. DLC don't add really anything significant to the game, especially when each DLC give some free content to the base game. Plus there are thousands and thousands of free workshop to choose from, until you decide.

I use these two a lot. It works great to keep traffic at bey.
The recycling centers collect garbage and then seem to produce random raw materials to feed generic industry. They seem to teleport them. as I don't recall seeing a delivery truck.
The office IT Clusters districts will create goods that go to commerce and they also teleport goods. Then you don't need generic industry at all, if you don't want it.
This can reduce traffic tremendously. Well, with all this teleporting of goods, distance time is zero. So it seems to get highest priority, then all of your Industries DLC factories can export everything for the most profit, with the lowest amount of traffic.
Plus it lets you mix commerce in your other districts, and you don't have to worry about excess delivery trucks flooding your commercial district, and it leaves more room for tourist traffic.
