Intel® Core™ i5-7300HQ 4 cores @ 2.5 GHz base frequency = too slow. I have i5 with 4 cores @ 4.4 and it slows down when reaching 80k population and a certain amount of buildings, with only little mods and assets installed.
8 GB DDR4-2400 SDRAM (1 x 8 GB) = too few. People with many mods and assets report problems with even 16 GB and recommend 32 GB. Look for a 16 GB model if you aim for cities:skylines
NVIDIA® GeForce® GTX 1050 (4 GB GDDR5 dedicated) might be sufficient but in the advent of the other parts, it might not help with a modded cities:skylines
Look for something better and don't buy expensive gaming stuff, it's just marketing.
Ultimately this notebook is good for overwatch and games like that but not for this simulation type of game. I highly recommend a desktop too.
Not even close. Maybe the new 8th gen 6-core laps coming out. But the cheapest one so far is $1,800 and a GTX 1070 with 16GB. Maybe they'll soon have an 8GB and GTX 1060 model for cheaper.
but an i7-7700HQ plus GTX 1060 6GB with 16GB would be minimum. But I'd wait for the 6-core version laptop. It will be so much better especially with workshop.
and yes, you should be looking for gaming laptops. they usually have dual heatsinks for better cooling. 1 for CPU and separate 1 for GPU. The biggest problem with laptops are heat, and if the CPU and GPU share a single cooler then it will overheat more quickly and throttle you CPU and GPU and lag the game badly.
Look up your laptop thoroughly on YouTube. Make sure to look up disassembly or how to replace HDD, SSD, fans,or whatever to look inside and see the heatsink layout. The thinner they are, the more heat they generate. they should have two exhaust ports on the rear. one on left and one on right.
MSI constantly get best ratings for their laptops because they have such good cooling solutions in their laptops.
I'm starting to consider buying a desktop instead i guess you get a lot more for your money that way.
Do you have any tips for what desktop i should buy?
The new Ryzen 2000 series release tomorrow, so they should be very well supported by now and worth investing into and at a lower price point than Intel.
I recommend GTX 1060 6GB/RX 580 8GB graphics minimum.
16GB RAM minimum. at 8GB you will be limited by workshop. 16GB will roughly support 1,000 assets and a few mods.

Specs:
GeForce GTX 1060 6gb
Core i5, (8400)2.8 GHz, 4 GHz turbo
RAM is only 8GB and I know that this game need more, but atm i cant find a computer with more RAM, that is within my budget.
Would i be able to play this game with 500+ assets and a brunch of mods with a good fps?
Forget about gaming and especially forget about spending a single penny on gaming while you are still a student.
When you are working and no longer have to worry about repaying your student loan, then you can afford to consider gaming as an expensive pastime.
Hmmm, in what way was that aswering my actual question?
Im not asking for any life advices... But IF I would, trust me i would'nt ask you mate, and I would definetly not ask in here. NO offense. I made quite alot of money when i moved and starten studying. Im well aware of how expensive it is but after well consideration i feel that i am willing to invest some in this hobby.
You came to this general discussion forum and stated that you're a student and that you have been not only playing games for 2-3 years, but you also have $1200 to spend on a machine that you want to primarily use for gaming and specifically this game.
Whether or not you accept any advice given, I am free to express my opinion of your expensive distraction from what your prime focus ought to be - your education.
I'm not your mate and I have no intention of being complicit by helping you with your 'actual question'. The actuality is your priorities are way off.
My Dell Gaming laptop was decently expensive, but worth it, since it doubles as my work computer as well. Great dual purpose.
