So it's not as simple as 'Base game + DLC' versus 'Base game + Workshop'.
I suggest you start with only the base game, and see how far you'll get. Then whenever you want more, add a DLC. This way you won't buy a DLC you might not want/need.
From my experience, you usually don't use all of the items from the DLCs, so you just buy DLC's when you really want some of the features they offer or need them for certain workshop items.
There are certain DLC's which we can recomend, but in my oppinion it would be better if you start just with the base game and perhaps mods and than see from there. You are going to have more experience to decide and won't end up buying things which you may not like.
Learning how to play the game is important and that is before adding any workshops or DLC. There are mechanics that need to be learned before adding a mod such as Traffic Manager: President's Edition where you can really screw up your traffic if you are not familiar with how traffic works.
Conversely, jumping in with Industries DLC with both feet can cause issues with your supply chain when you cannot handle getting goods to commercial zones with vanilla industries.

Mods are safe if you do your homework - i.e. do not use broken or incompatible mods. That being said, on major updates mods can be broken temporarily, usually they are quickly fixed.
The only assets that will not work without DLCs are the ones that effect DLC content.
You will not be missing out much if you just have the base game.
