also looks like way to many pumps for a small river, it might run dry... anf refill with sewage.
seperate fresheater and sewage... at best use 2 different bodies of water
you also have one water pump downstream of your sewage drains.

Yeah the one to the far right, shut that one off for sure. Under the N in DRAIN pipes
Be careful, you may run the dam dry, or at least lose power completely. lol
But I would be moving them way upstream and spread out, or my favorite, just turn the water pumps into water towers and you won't have to worry about water flow at all.
That yellow area at the corner looks like water pollution. It may creep back up into the water supply. If so, it would be easy enough to convert them to water towers and place them on land in that area, Then there won't be any risk of water contamination from the sea.
If you click on your pollution overlay from the info "views menu". it will show any pollution by turning your pumps and pipes brown in affected areas, so you will know where to deal with them.
Given how that dam looks, I'd be a bit surprised if it were producing much of any power in the first place.
Removed one possible watertower, but it didn't do the trick. The other watertowers are far from industrial areas right now. The average drinking water pollution is 20%, but can't find a source yet of the waterpollution anywhere...which is pretty frustrating.
