I have Cities Skylines Citties XXL (and it's previous versions) and SimCity 4 and SimCity (2013)
For me currently best city bulider is Cities Skylines but Citties XXL have great potenital and SimCity 4 for sentimental reasons.

Never realy played any of the Sim cities, only know the last one was pretty bad.
I also know Cities Skylines is till now the best city building game out there.

I like the building placement of cities xl. Much better than cities skylines where an algorithm decides yor grid rather than yourself. Of course mods can fix it but I don't think that is fair to consider.

The resource system of xl with the focus on building several different cities with individual focus also makes it a little more involved and interesting. Skylines attempt of having a diversified industry doesn't really work for me. The farms in skylines almost do more harm than good.

Also since trafic is simulated differently in xl you never get those annoying traffic jams on heavily congested roads. However on the plus side the challenge of cramming as much traffic as you can on a highway in skylines is meaningful and satisfying while in xl congested roads are only bad. Just watching the cims spew out of one subway train to go across the street to the other is very satisfying too, and you don't get that with xl.

Sim city 2000 was my first, but I don't remember it too well. Sim city 3k has the most nostalgic appeal. Sim city 4 was cool to do missions in, and clearly the best of the 3. However all of those are too old now to be considered "best". The latest sim city was such a huge mess that I never bothered with it.

I think for me xl had the greatest impact and if you list pros and cons it may look like the better game, but there is something with the feeling of skylines that puts it on top regardless.

If you were to take the best elements of each game and combine them to create a new game then you would have a near perfect city builder

The only thing I miss about Sim City 4 is the regional map. You could make separate cities that would work together. You could have a completely clean city in one area, and a dirty industrial one next door that can sell utilities over to the first. Sure you have a large area to work with here, but it's technically one budget and one city. Other than that you can do much more here than in that game. The latest Sim City was... well.... several steps backwards as far as scope in favor of multiplayer.

Cities skylines is definitely the best. XXL has a plauge of not improving - from cities XL to XXL or whatever next one they call it, the improvement is not really notable, it was going to be mutliplayer then it was canned after their internal drama.

SC5 ... How about renaming it to SV - Sim Village, because that's the size of SC5 cities, I have seen remote backwater towns in Australia bigger than the SC5 cities.
