I also know Cities Skylines is till now the best city building game out there.
The resource system of xl with the focus on building several different cities with individual focus also makes it a little more involved and interesting. Skylines attempt of having a diversified industry doesn't really work for me. The farms in skylines almost do more harm than good.
Also since trafic is simulated differently in xl you never get those annoying traffic jams on heavily congested roads. However on the plus side the challenge of cramming as much traffic as you can on a highway in skylines is meaningful and satisfying while in xl congested roads are only bad. Just watching the cims spew out of one subway train to go across the street to the other is very satisfying too, and you don't get that with xl.
Sim city 2000 was my first, but I don't remember it too well. Sim city 3k has the most nostalgic appeal. Sim city 4 was cool to do missions in, and clearly the best of the 3. However all of those are too old now to be considered "best". The latest sim city was such a huge mess that I never bothered with it.
I think for me xl had the greatest impact and if you list pros and cons it may look like the better game, but there is something with the feeling of skylines that puts it on top regardless.
SC5 ... How about renaming it to SV - Sim Village, because that's the size of SC5 cities, I have seen remote backwater towns in Australia bigger than the SC5 cities.
