In the menu select the 'Traffic' info view. (button with three cars in it)
To build different types of interchanges yourself, all you need are the necessary roads. Besides the roads that come with the game itself, you're probably going to need these: https://steamcommunity.com/sharedfiles/filedetails/?id=2576116047
Or you could subscribe to interchanges so you don't have to build them yourself (but merely place them on flattened ground...) Here's my collection of interchanges. You do not need any mods for them, but for most of them you DO need the Mass Transit DLC: https://steamcommunity.com/sharedfiles/filedetails/?id=2437530104
The interchanges are found in the Intersections tab.
To make one's own interchanges, the only road pieces needed are Highway and Highway Ramp. Then Pg Up and PgDn to raise/lower road.
If you've subscribed to interchanges in the Workshop and activated them in the game's Content Manager then they should be appearing in the Interchanges tab of the Road Menu. When you open the Road menu and go from left to right it should be in this order: Two-lane roads, four-lane roads, six-lane roads, highways, interchanges, and the maintenance tab (if you have the DLC for it).
