Cross-hatched or Box junction ?

hi,
is there a possibility of having what in the UK is known as a Box Junction filled with criss-crossing yellow lines - which means that you can only enter the junction if the exit is clear unless you are turning right and are only stopped by oncoming traffic or other vehicles waiting to turn right.
Possibly fining people who do enter and get stuck ?
I need vehicles to freely enter a junction but not block it.
