Worth moving from PS4 to PC?
Hello all,
I have been playing this game for a couple years on the PS4 version. Often times I do find myself wanting tools that I found only on the PC version such as Traffic Manager. I currently have all the available DLC's for the PS4, so it really worth me getting the PC version along with desirable DLC.

I must note that my laptop meets the minimum specifications only, with the RAM only, not meeting the recommended. Please consider this into your advise/opinion's. Thank you all.

Considering your wants.. like mods then I would say yes.
Considering your laptop then I would definitely say no.
This game for sure needs way above recommended system specs. Especially considering RAM and you will also need a proper dedicated GPU to run this game.. not those integrated ones from Intel.

Definitely post your laptop specs. Laptops are designed to run on battery, so they have low powered chips that overheat easy and throttle really slow, really quickly.

You will also need a dedicated GPU for sure. Without one, your system will throttle quickly from having to share resources as integrated graphics doesn't have its own VRAM and will use your system RAM. It is horridly slow.

In general, laptops just aren't suited for high end gaming.

You need a better PC for this game. 16GB RAM at the minimum, I'd say. (Which is what I have LOL.) And a separate GPU.

You would need to upgrade your laptop to get the full benefit of such a move - that being to use custom assets and mods.

I would stick with the PS4 since your laptop barely meets minimum requirements, and RAM, which the game uses a lot, not even meeting the minimum requirement.

You will be unable to use lots of assets, and while you will be able to use a few mods here and there, you will not be able to take full advantage of the main selling points of the PC version, which is the availability of Workshop content and increased performance with better hardware.
