Considering your laptop then I would definitely say no.
This game for sure needs way above recommended system specs. Especially considering RAM and you will also need a proper dedicated GPU to run this game.. not those integrated ones from Intel.
You will also need a dedicated GPU for sure. Without one, your system will throttle quickly from having to share resources as integrated graphics doesn't have its own VRAM and will use your system RAM. It is horridly slow.
In general, laptops just aren't suited for high end gaming.
You will be unable to use lots of assets, and while you will be able to use a few mods here and there, you will not be able to take full advantage of the main selling points of the PC version, which is the availability of Workshop content and increased performance with better hardware.
