Partial loads are from an overloaded train system. likely too much freight from too big of industry.
Maybe try adding more ways to move freight.
cargo planes, cargo airports, or cargo ships? Make sure there is a good highway access for freight as well.
Same for passengers. have alternate passenger stations.
Post a picture of city (not train jams) or better is a saved game we can look at.

I notice all of your train tracks go directly to the train station. This means all other trains stop that are behind the one train stopping.
You need a bypass around the stations, so the trains can pass a station on the main line without stopping.

In Evergreen Heights and Belmont Park districts. you have farming with no place to go. There is no Generic Industry close by to send it to. So, I just converted it to generic industry so it can feed the surrounding commerce, as they importing a lot of freight for commerce to sell.

I think if you fixed all of your train stations with bypasses, this will help a lot.
Strategically building generic industry near commerce can help reduce imports which means less trains.
Если переформировать фермы в дефолтное производство, то даром пропадет плодородная почва, на которой эти районы расположены. Лучше поставить дефолтное производство в промежутках, но это создаст большой трафик вокруг... К тому же я планировал разместить там жилую зону низкой плотности.
Возьму на вооружение совет с объездными путями на станциях... в следующем городе. В этом мне и так не нравится городская разметка и эти кривые вертикальные кольца.

Thanks for the great advice, it got me thinking.
If farms are reorganized into default production, then the fertile soil on which these areas are located will be wasted. It is better to put the default production in between, but this will create a lot of traffic around ... Also, I planned to place a low-density residential area there.
I'll take the advice with detours at stations... in the next city. In this, I don’t like the city markings and these crooked vertical rings anyway.
I usually place industry and commerce by each other and on the highway for ease of access and it helps keep freight out of residential.
Just don't get caught up in industry/commerce. They are both optional and can make a ton of traffic. I build a lot of offices/residential only cities to avoid the freight nightmare.

Office buildings do nothing but create jobs for educated citizens, so in my opinion they are basically useless.
And I am aware of the inexhaustibility of fertile and forest land.
For trains, the simple solution is not plop so many train stations on one track.
Also, segregate outside connections, so trains aren't crossing over to other outside connections, otherwise, all trains may want to use only one outside connection.
Also, an outside train station acts the same as a normal train station, so it has to load and unload what it can, so that takes time. more stations, means more time to wait to load/unload and then the train tracks backup quickly back into the city limits.
