Report a translation problem
I have the exact same problem. Bought a set of DLC last night, still can't access them now and it's been about 12 hours since I bought them. Tried to start a new game on one of the DLC maps and it won't let me.
I bought Airports last week and that installed just fine. Right now it seems Steam is having issues authenticating/installing DLC for some reason.
I believe I solved it by quitting Steam, deleting "game_data.json" and ".launcher-cache" from my ".local/share/Colossal Order/Cities Skylines" directory, and re-starting. (This is on Linux - I believe the path for you would be "AppData\Local\Colossal Order\Cities_Skylines")
At the top of the Steam client select Help and then Steam Support. You can also go here and make a ticket.
