Buy one of the bundles when its one sale and get a discount on content you want. If it is not affordable to you, then do without it like anyone else.
And since the game was free on Epic, they are still winning by dropping steam's price to 5$ because it attracts new players, which will later buy the overpriced DLCs if they like the game enough to invest in it. It's all a capitalist strategy that happens in other industries as well
Also, this game is not a multiplayer-only game where you will not be left behind the pack if you miss out on the DLCs... And even on these games the base game is still playable...
And 99.9% of the content available on the Workshop will work on vanilla.
If the DLCs are so important wait for a sale.
And yes, developers do not work for free. You want the extra content, pay for it. No money would have meant no DLCs - and no updates - to begin with.

It's essentially a microtransaction / F2P model. Get you to play the game in hopes you'll dump an absurd amount of money on it gradually.

Anyway, the game and all DLCs except the newest one go on sale all the time. I am not sure how did you miss them. I suggest you wishlist a couple and wait.
Do not forget only the core DLCs are truly required to experience the - minor - ingame additions they provide. The radio and content packs are totally optional and can be easily substituted by your own music and mods from the Workshop that are of equal or better quality.
Those are for unsuccessful games. Cities: Skylines is the top city builder so they can ask a higher price.

It is only absurd to you. Us adults understand that things cost money, and for the life of the game it is no surprise that the entire collection costs more than the base game. These kinds of complaints only serve to show your own greed/need balance is out of whack. Just because you want something does not mean it should be price to your budget. I want a Ferrari to drive, but I can't afford it. I don't send messages to Maranello asking why they make cars I can't buy and expecting a discount.
Shock horror, I have almost every single bit of content. Because I bought bundles on sale over the years at a reasonable price for the content it contained. You missed out because you chose to miss out.
Get a job, earn money, buy things. Its how the real world works.
Depends on what you think affordable actually means. Obviously the full retail pricing is as you say, absurd. %0% off is better. Usually some where around Christmas - New Year they drop to around 75% off for a couple of weeks. Then If you look around there are actually a couple of suggestions floating around out there that claim to offer a way to get the DLC's at a 100% discount. Problem with that is you get them ALL and that's really not so much of a good thing as you might think.
If you truly "want a complete experience" you should probably be looking for something more like the C.A.D. based simulators. Be careful there however cause those started out at around $4k 20 years ago and rarely if ever go on sale and never below less 10%.
