Report a translation problem
There are half a dozen ways that this could happen. Common causes are one–way roads, roads that overlap but don’t actually connect, and upgrading roads to highways. Mods might also be involved. Perhaps you use TM:PE, and you used the lane connector tool in such a way that nobody can reach the affected buildings. Maybe you used the Move–It mod and moved a building too far from any roads, or so that its entrance is facing away from any roads. Maybe you used the Vehicle Spawn point mod and moved the spawn point for a building too far from a road, or so that it faces away from the road.
You can use the bus network tool to probe your road network to find problems. Place a new bus stop near your incinerator, and then place a second bus stop near by. Now try to move the second bus stop so that it is outside each building that urgently needs a garbage pickup. If it refuses to allow you to move the bus stop, then you have discovered the problem. Move the stop to nearby roads instead to try to narrow it down to an individual road segment or intersection. Once you’ve figured out where the problem is, it should be easy to fix by rebuilding that segment or intersection.
The traffic percentage is always irrelevant.
TM:PE was what got me, I had don't something with it on a road, a big circular area of the city, and for some reason almost all of the intersections changed to straight through lanes, not turning into the center of the area.

I did a lot of bus stop checking and all of my city is connected.
My hearses seem to be spawning well, but garbage pile up is proving a real problem.
Why oh why won't my garbage trucks spawn? Is there a way to tell what the intended destination of the despaired garbage truck was?
On closer look, a lot my trucks seem to go to a pickup, collect one building's rubbish, then vanish - completing no more pickups nor returning to the incinerator.
I also have rhe flickering as if routes cannot be found.
Now that they have pulled their heads out of that dark smelly place Give them a chance to get use to breathing fresh air and maybe they'll get it all straightened out.
1) When having MULTIPLE landfills emptying simultaneously, your incineration plants are hardly sending out trucks. It's my assumption they are already working at full capacity, since the only thing you can see is that landfills are emptying fast. I don't know why the game was designed to give the emptying landfills more priority than your city, but as soon as you stop your landfills, you will see the trucks are going to your city again. I can't explain though why this is not an issues when having only one landfill emptying.
2) Incineration plants can be placed at a curved road. When doing so at a two-way road having an almost 90 degrees curve, garbage trucks cannot go either in or out. Seems like a bug they never solved.
