I'm fairly certain at this point that export aircraft only care about the distance between the cargo stand and the runway, and that's why they all pile on whichever cargo stand is closest.
Not sure if the same applies to import aircraft, as I've yet to see a single one spawn in my game, despite a huge need for imports in the city.

From the patch notes. Shame it clearly doesn't apply to cargo vehicles.
Just connect half of your cargo stands to the Runway as "ingoing traffic" and half as "outgoing traffic". Import Airplains will then deliver ther cargo and despawn then.
Export Airplains just never come back lol.
With tis workaround Import and Export plains never use the same stands and its 50% better :D
Hope this helps for you also and hopefully the devs will fix this...
I remove the roads to the train station so only cargo from planes would go to the train, but then the unimaginable happened: trucks started unloading on a plane that would taxi to the stand that has access to the train station and unload there!
After that, I tried isolating the cargo stands for the train station with exclusive landing strip, and the worst happened: Those planes would take off, just to land on the train station strip to unload there...
This DLC is so broken
And what mods you use? Never had this issue in my cities, but I don't tamper things with AI changing mods.
I don't have any intentionally at least changing the behavour.
TM:PE doesn't have any AI option on for me that I'm aware
