I have used it a bit and it didnt seem to be very complicating, espesaly with good guides and youtube vids that are around.
And i do agree that the game is somewhat lackluster, all you basicly do is add more roads and zoning, the fun from it comes from trying to build an beutifull city you are happy with.
I personaly have a great time with it because i just want to build an beutifull city. But i can definilty understand why someone would find it lackluster.
I feel you on the game lacking something, it's what causes me stop playing it most of the time.
The graphics are meh, they do their job but vanilla C:S looks gross overall.
The mechanics are numerous but none of them are fleshed out, new DLC always introduces more half-baked distractions and there's never any polish to them.
The gameplay gets monotonous pretty fast if you know what you're doing and there's never anything all that personal that happens with your city, unless you spend hundreds of hours mastering the god-awful asset editor and use a custom map with thousands of modded props, your city is going to look a lot like everyone else's.
I like the game but it's not perfect in any way and I've opted to use Cream API instead of buying the rest of the DLC until the developers actually start polishing the game.
