FYI Cities: Skylines is much more CPU intensive than GPU.
You should ignore the minimum spec requirements as stated on the Store page, as they are out of date, and refer to the recommended requirements instead.
Tell us what you have to play with and we can advise you better.
Then I think I should be able to run it pretty well, as my specs (except the GPU) are pretty decent.
I have a Core i5-6200U (so 6th gen) and 8 GB's of RAM.
Windows 10 Home if that matters.

Your RAM is sufficient for the base game although it will only be able to handle a handful of mods and/or custom assets from the Workshop.
Your gpu is not sufficient and is unsupported.
You may still be able to run the game but you can expect severe issues with performance and may have to lower the configuration settings to lowest as well as limit the size of your cities to small.
For a better gaming experience and to be able to enjoy this game to it's fullest, you will need a dedicated gpu and a better cpu.

I heard some Iris graphics cards work, but don't know if this one will be worth buying the game for.
Today's integrated graphics cards are better than yesterday's low end dedicated graphics cards, and chances are you will be able to run the game; that being said, you did not specify RAM, and being a laptop, chances are it is on the low end.
You should be ok to run the game unmodded, with a few DLCs, low to medium graphics.
The CPU will be a bottleneck once your city gets bigger, actually, it is a bottleneck for most or all CPUs, but in this case the bottleneck will appear sooner rather than later.
Yes, the game will play with graphics cards, but no, Integrated Graphics like the Intel Iris are too much of a resource hog. The game will play fine for a while, but after a few tiles, the game will start lagging,
The Iris Graphics also need to use system RAM to function at all and they can use up to 8GB of RAM for graphics alone.
In general, you need a dedicated graphics card for any major gaming. Otherwise, you will likely not have a pleasant experience.
Alsco, FPS will always be terrible in a simulator game with a good AI. Normally on a mid sized city, you will likely be below 30 fps at all times. But that isn't a bad thing for this game, as this is an any farm type game that is stationary. You aren't chasing anything in game.
But the game says you already own the game, so take it easy using any workshop. It usually brings its own grief.
16 RAM should pose no problems for a unmodded game. The main concern is the lack of dedicated graphics, keep graphic presets as low as possible so as to try to extend the gameplay on any given map as much as possible.

IrisXE will works because it's not that "average" Intel HD/GMA.
But because integrated chip uses system RAM as VRAM, you REALLY want to make sure you have absolute minimum 16GB system RAM.
Any integrated graphics will work fine, they just won't reach the vanilla limit of 9-tiles.
Even the Iris XE will still be horrible to use, not to mention the memory it will hog.
Going past 9-tiles will be useless with Iris XE. It's still an iGPU.
