So using coal/oil power plants just isn't possible then?
The game refuses to supply them with enough fuel to operate. I've done everything I possibly can. For a city of 18,000, I have TWO freight train stations, a highway connection with plenty of on/off ramps, and more ♥♥♥♥♥♥♥ power plants than I can count at this point, several of which are built IMMEDIATELY next to the freight stations, and yet it's impossible to keep them supplied. They work fine for a few weeks, receiving the fuel shipments and everything, and then they just stop. No more fuel comes into the city, even though all my routes are continuing to work, shipments of other ♥♥♥♥ aren't interrupted, but fuel for the power plants just stops coming in. So is the idea just to make coal/oil an unusable power source? Why even put them in the game? I didn't want to use wind, but I guess the only option for powering a city pre-solar/nuclear is to use wind.

I’ve never had a problem with them. Perhaps a mod could be causing the problem?

It might be, it definitely doesn't feel like it's caused by normal gridlock, because they work fine for a while, and then never work again. I don't know, for the time being I've just switched to wind power lol

You want a quick test, setup a small highway exit dedicated to the power plants. Make sure the exit can get to both directions on the highway. Place your power plants right off that exist and see if coal and oil deliveries are made OK.

Also, I assume that you’ve used the route query tool to see if any trucks are headed to the power plants?

And if you have the industries DLC, put a small warehouse on Fill next to the plant, set the the resource that the plant needs. That way it doesn't need to wait for a truck to come from all the way at the edge of the map when it calls for fuel.

Good idea, I have the Green Cities DLC so once I get to the Geothermal plant I am already starting to eliminate the coal plants. I never even use the Oil plants. Once I get to the Solar Updraft tower the last of the coal plants are deleted.

I did try that, didn't work. They still had the same issue. I'm wondering if it has something to do with the quantity of export/import goods coming in and out of the city. I export so many agricultural products, for instance, that maybe the fuel can't get imported because all of my transportation infrastructure is being used to frantically export all of that.

Are you using the Enhanced District Services mod? I had a similar issue with an earlier version of it. Some service buildings would function quite well for a bit then they suddenly stopped either sending out trucks or receiving shipments. I think the problem with that mod has to do with the Global Settings function of it. Totally unnecessary part of the mod when all people want it to do is tell service buildings what areas they're meant to work.

Other cities use their trucks to deliver to your city. When you first start a city and you have a coal power plant you will notice the first truck coming down the highway is delivering coal to your coal power plant. The coal power plant makes a call out for more coal and some city will answer that call.

It is the same for the Industries DLC internal storage buildings. For example when you start a farming industry. If you place some crop and fruit fields plus place a silo right away notice you get a bunch of out of town trucks filling your silo. You are better off waiting to place your silo for about 20~30 seconds so your own crop and fruit fields will cut down on the imports. Same goes for the initial crops used by the animal pastures. It is best to place them after you have some crops in the silos else they too will import their initial crops. All the imports are not your trucks. The silos are not going to go to other cities to get goods.

Is it a Vanilla coal plant? I had a workshop harbour do that, worked for a bit then stopped. As soon as I put down a vanilla harbour ships started popping out of the custom one, in a line, like it was constipated.
