While Sunset Harbor might not be something everyone wants, a really nice option it has is better water treatment plants (and a larger water tower) that pollute less and put it back into the ground, so you do not have the big blob of poopy water in your sea (or lake).
Check out the Cities Skylines Wiki[skylines.paradoxwikis.com] about the descriptions for the DLCs that are available. Industries will let you manage industry with fewer areas of vanilla specialized industries. Both types of industries will interact with each other.

Something else is some of your cims are complaining about noise. You have some commercial right across the street from the residential buildings or on the same street. Cims hate noise pollution. If you wish to have subways in your city, consider a silent metro station (they are on the workshop) to incorporate into your city (if you ask me, underground metro stops are generally not noisy, at least from what I have heard in Atlanta with Marta).
I'm playing a workshop scenario that finishes at 175k population (currently at 162k) and the city won't grow if the needs are too high. If your citizens have high education / have built the Hadron Collider, spamming offices can help with that. )b
