Report a translation problem
So that means it's a priority problem in matching, or something. (I think that's what's different between changing resources and just being on Empty, at least.)
In my experience... let's say I have an Ore Industry area and I build a new Ore Industry Storage building to collect the raw material. As soon as you build it, the game seems to immediately try to fill the warehouse all at once (instead of waiting for your nearby extractor buildings to send shipments over the next few minutes).
Immediately after placing the warehouse, the game seems to spawn its trucks at the outside edge of the map, and if you sit there and watch the warehouse long enough (it takes like 3-4 minutes) a HUGE influx of "importing" trucks will eventually show up. And they will drop a ton of cargo into the warehouse to push it up to like 70% balanced all at once. And during these 3-4 minutes while you are waiting, the warehouse actually says that 0 trucks are in use so it's rather confusing... It looks like it's doing nothing, but you just have to wait.
And basically from this point forward, once the warehouse has reached its "equilibrium" point so to speak, it should start behaving as intended and sending out a couple trucks at a time to make deliveries, etc.
When I first noticed this yes, however I've advanced the game long enough that they should have been exporting by now.
