what causing "not enough fuel"?
I have an oil power plant and a boiler station right next to the high way, no traffic jams there, yet both stations lacking fuel and staggering power and heat supply.
Before that i used to think that this problem is caused by transportation problem, that is why i placed them next to a high way that leads off map, yet still im having this problem.

At first it was ok, but as my city expanded the issue began.
what can cause this problem?

Normally I'd say your issue is being caused by traffic that's causing the delivery trucks to timeout before they reach the plants. But if your traffic percentage is decent then that shouldn't be the cause. Have you tried clicking on the plant in question and then clicking on the button to view the traffic going to that plant? Just watching that for a few minutes might help you find what's really going on.

I hope you painted the area using the oil brush. If not, read the game's instructions. Same for Foresty and Farming.

i built oil refineries

"Coal and oil power plants will have full reserves of their resources when they are built, whereas garbage incinerators will start off empty. The fuel for these buildings will need to be supplied via trucks, and a plant will become inoperative if its deliveries cannot be made. Further supplies of oil and coal can be produced by the appropriate regions of specialized industry (for the purposes of the game, coal and ore are equivalent), however they can also be imported. Garbage for incinerators must be collected from within the city."
