About industry export problems
The AI of transportation really annoyed me,they would rather pay for export rather than give resources to the factories just behind the ♥♥♥♥♥♥♥♥ corner.

If there is any mod or DLC can solve this question,or it just a problem that Paradox send us to solve?

Just put another dedicated warehouse next to the factory you're taking about and one next to the processor in question. Then if that still leaves you wanting add https://steamcommunity.com/sharedfiles/filedetails/?id=725555912&searchtext=infinite+goods
That should have you all fixed up.

My guess is that your issue is just likely over production. It takes a long time for your trucks to export your stuff, then return with the empty truck. Soon, you have tied up too many exporting, so you have no trucks for local delivery at some point in time then you will get imports from no local delivery trucks left at this exact moment in time. If you get too overloaded, you will start getting more and more imports.

You can drastically reduce delivery times and free up your trucks by installing a proper cargo rail system. Just make sure you don't create a lot of bottlenecks and crossovers.

Great !

You should also be aware that the factories in the industries DLC were designed to produce products that are rarely exported but go to inner city outlets. And DLC Processors will supply goods to the first customer to request the goods they have to offer be it in town or export.

To insure that everyone who uses goods or needs them can get them in a timely manner you can build buffering warehouses at or near all distribution points, (Processors > Terminals > Factories > Distribution Centers > Final Retail Destinations)

I am not fond of DLCs or rather I should say having to pay for DLCs but if by chance you do have DLCs Industries is in my opinion a very good one to have. A real Money Maker. I have heard that Park Life offers unique opportunities as well , but I haven't used it.

park life DLC is a good choice if you want to give your city some special area or maybe you are just care about sightseeing, however,it's difficult to really earn money from it,think twice before you decide to buy it
