A small plaster, but sometimes better than nothing. On my previous map my cruise ships were not as bad as yours, but they were still over regular and bunched and overlapped each other. with 100/100 on one ship and 0/100 or 1/100 on the ship behind it from the same off-map place.
Sadly this gauge affects all shipping and boats; cargo ships, ferries and passenger vessels. Along with many other budget sliders this cross-over is something which is hopefully remedied in CSLII.
I'm not going to bother with cruise ships anymore.

So, do you prefer workshop maps with no ships at all? I've been thinking about that lately, adding no more than one ship path, same with planes, just one.
Also the number and location of alternate forms of transportation can effect number of ships. If passengers or goods can get to airport or train station quicker than ship terminal they will do so and you will need and have fewer ships.

When choosing a map I would prefer at least two of each (air and shipping) so I have options, but that isn't my main focus or criteria for map choosing. I just want one that looks nice with minimal extra assets required, preferably none. Fairly flat, mountainous backdrops, nice and interesting shoreline and at least 50% buildable.
I don't care about tourism or commercial. I just want bodies to work in my Industry areas so I can focus on building as much industry as possible and play with the traffic. I like cargo planes, cargo trains, cargo ships and heavy traffic. Minimal public transport, people can walk or drive. I love Snowfall and Industries DLC's. May favourite map to-date is Grimsøy.

Now, talking about the OP, I would like to know if he was able to fix his problem.
Actually, they're used to bring the tourists.
Make sure all the tourist hot spots have sufficient public transportation
Replacing the harbour was the only thing that fixed these Pirouetting ships.
