The mod simply pastes an exported OpenStreet street layout over whatever terrain map you are using. You are still responsible for obtaining 2 things: the OpenStreet street layout you desire to use, and the heightmap layout for the terrain layout.
The Open Street export file is needed to obtain the grid to be used for the mod; the mod will work with or without any terraforming, as in any terrain condition - meaning the Terrain Party heightmap is not needed for this mod to work, you could use any heightmap or even just terraform at your desire yourself and just import the street grid from OpenStreet.
However, without any prior terraforming, the street layout generated will be completely flat. If you do not want that then you have to terraform the map before, be it using a heightmap or on your own.
Obviously if your goal is to generate a real life map then you would need the heightmap of the coordinates you used in the OpenStreet grid you imported, which is obtained separately, in Terrain Party or elsewhere.
