You can check if windows has issues, but I haven't come across this error for years now.
Control panel> administrative tools> event viewer>
Check the application log and system log.
Look error logs
Try look up the error code on Google.
Or
Try to give your exe file admin rights.
But only do that for app you trust.
Try update your video card ...
If other steam games work.
Do a verify files will using the steam app first, it might fix any corrupted from files.
If all fails.
I would uninstall cities skyline.
Delete all the colossal order folders on your C drive and use cleaner to clean up any left over register files.
Reboot pc. Install Cities Skylines again.
Start the game mod and assets free first.
