That's because the Loading Screen Mod updated, so the patch mod is no longer needed. Note that the CCP items can be found in their own tabs right at the end. They are in the Public Transport menu, the Landscaping menu and the Roads menu.

Well, I don't use the Loading mod... so curious what else could cause this issue.
On the Main Menu there's the list of DLCs on the left. Do they show as purchased/own there? Or like you would be able to buy them?
They are in the list with the green tick. I bought them a week or two ago, downloaded them, checked them in the list but never seen them in the game...
Do you have the menu they should be in? Or is that missing too? If it isn't there, try verifying game files through Steam. Here's how that's done:

That's probably down to the map style. Modern City Center only contains high density commercial buildings, the rest of the building types in a district with that style will be filled in by the map's default style. European maps will fill in with European buildings, while the rest of the map types will fill in the international style.
