Dead Bodies Everywhere
So basically...

I have a lot of dead bodies everywhere and as always the cemetery is next to the dead body or the crematorium, none are being picked up nor the helicopters are doing anything.

Probably part of a death wave. The people only have a life, and once that time is up they die. If you zone a lot of land at once and it is all built on quickly, then all those new people will all die at around the same time and cause a deathwave.

That's only half of the problem. As if the bodies are not picked up in time the building becomes abandoned so you can potentially have huge population decline. But after time people move back into the city in a big rush again only for it to repeat itself.

Yeah but thats not the only time, my problem is that the hearses arent doing their jobs and just forget about it.

cemetery full. build more crematoriums or more cemeteries. Cemetaries are the cheaper option, but can still keep your cemeteries locked between loading and unloading to each other and not picking up bodies.

It looks like you are emptying your cemeteries, so they can't collect dead. So the other facilities can't handle the load. Turn them back on so they can collect a gain, or better yet, bulldoze them and replace them with two crematoriums for each cemetery bulldozed. Cemeteries with the green recycle logo are empty, if you want to, can can bulldoze them, move them, or turn them back on to collect dead. But I vote bulldoze and replace with two crematoriums.

Crematoriums have lower capacities. Spread them out more evenly so more of your roads are green.

Annoyingly the UI for deathcare is pretty useless. What you actually need to know is the number of people about to die vs the number of available hearses, but neither of those are easy to find in any particular panel.

So I tend to just overbuild deathcare, since cemeteries are cheap and make people happy. You only need about a 1:3 ratio of crematoria:cemetries, because (unlike incinerators) crematoria are really good at burning things.

Then you have plenty of extra hearses for deathwaves, and in the "death toughs" you have time to empty the cemeteries.

I'm sorry but the city layout is awful and it's part of the problem. If you want to go just across the highway from the bottom right edge of the city, you have to go ALL THE WAY to the left and then back to the right. There's so many cemeteries not operating (due to just sitting empty) that hearses are definitely being requested outside of their district.

It doesn't matter how many death assets you place if the hearse can't get around. I see that you have a traffic issue that is stopping or Drastically hindering the ability of hearse to do their job. Similar to this clip. There was a massive deathwave or what seemed like one till I restored traffic flow to a usable flow.

No need to watch the whole clip, just notice at the beginning there is dead everywhere and if you look close there are hearse everywhere too. As I increase the flow and vehicles are able to get to where they need to go it seems like more hearse are visible. By the end of the clip there are next to no dead icons about and traffic is flowing again.
What leads me to this opinion is that your industry is experiencing massive delivery issues.
If you have industrial delivery issues AND death issues AT THE SAME TIME it means the traffic flow overall through the city is too slow.
If you don't believe me share your city save file and I will prove it to you.
This topic has always been misunderstood since way back when the game came out.

Severe deathwaves were somewhat fixed with Sunset Harbour, but I'm assuming you are around year 45-50 and hitting the first "elder culling". You have twice the crematorium needed for the bodies so I doubt its a supply issue, take a look at traffic as well as follow around your hearses and see how long it is taking them to get to dead bodies. Keep in mind that while nearby services will boost buildings nearby, they are not limited to their radius and might be servicing far away areas (even if there are closer service buildings). There is a mod that forces services to only service within their district if you want an option other than modding cim lifecycles.

Ultimately there is never a -need- to mod anything; the issue you are facing is a result of cascading issues. If you are relatively new to the game, don't fret, just learn from the mistakes and either adapt your current city or take your new knowledge into your next playthrough.

Fact is there's nothing much you can do to fix it, At least nothing that will last.

What you, as the Mayor, can do, however, is turn the whole idea of micro-managing city services over to a subordinate or an outside contractor. That way you just don't see or hear about it ever again.

May not be what some consider to be the best, most popular, Achievement orientated, or the most self satisfyingly vanilla way to play the game. May even go so far as to, as some would say, "break the game mechanics". Wouldn't know and couldn't care less as I didn't get the game for any of those reasons.

I do know It Works for Me :)
