That's only half of the problem. As if the bodies are not picked up in time the building becomes abandoned so you can potentially have huge population decline. But after time people move back into the city in a big rush again only for it to repeat itself.
It looks like you are emptying your cemeteries, so they can't collect dead. So the other facilities can't handle the load. Turn them back on so they can collect a gain, or better yet, bulldoze them and replace them with two crematoriums for each cemetery bulldozed. Cemeteries with the green recycle logo are empty, if you want to, can can bulldoze them, move them, or turn them back on to collect dead. But I vote bulldoze and replace with two crematoriums.
Crematoriums have lower capacities. Spread them out more evenly so more of your roads are green.
So I tend to just overbuild deathcare, since cemeteries are cheap and make people happy. You only need about a 1:3 ratio of crematoria:cemetries, because (unlike incinerators) crematoria are really good at burning things.
Then you have plenty of extra hearses for deathwaves, and in the "death toughs" you have time to empty the cemeteries.

No need to watch the whole clip, just notice at the beginning there is dead everywhere and if you look close there are hearse everywhere too. As I increase the flow and vehicles are able to get to where they need to go it seems like more hearse are visible. By the end of the clip there are next to no dead icons about and traffic is flowing again.
What leads me to this opinion is that your industry is experiencing massive delivery issues.
If you have industrial delivery issues AND death issues AT THE SAME TIME it means the traffic flow overall through the city is too slow.
If you don't believe me share your city save file and I will prove it to you.
This topic has always been misunderstood since way back when the game came out.
Ultimately there is never a -need- to mod anything; the issue you are facing is a result of cascading issues. If you are relatively new to the game, don't fret, just learn from the mistakes and either adapt your current city or take your new knowledge into your next playthrough.

What you, as the Mayor, can do, however, is turn the whole idea of micro-managing city services over to a subordinate or an outside contractor. That way you just don't see or hear about it ever again.
May not be what some consider to be the best, most popular, Achievement orientated, or the most self satisfyingly vanilla way to play the game. May even go so far as to, as some would say, "break the game mechanics". Wouldn't know and couldn't care less as I didn't get the game for any of those reasons.
