After getting that off my chest i just want to congratulate you for the way you seem to take the "Not enough Buyers" & "Not enough Goods" indicators in stride. About time people started to realize that it's not really all that big a deal.
As for your traffic situation.... Things don't usually just break for no reason. It may be that your supply chain has simply balanced out. Easy enough to check by just adding a couple of warehouses close to terminal nearest exit. Remember how it all works. Goods aren't pulled in to destination, they are pushed out.
OP stated NO Transport of any kind All Gone. :) So, ?
It's hard to tell without seeing your city in motion. Right now we can only guess.
Maybe, post your saved game here and we can see firsthand what is going on in your city?
from the game's main menu, go to savegames, find city, share, make public, copy & paste here.
Sharing a saved game is safe. no one can alter your saved game. It is its own save game.
So trashed the game and started again, just with the basic 25 tiles.
Industrial traffic is now back to its full glory.
I do like playing with the 81 tiles as it gives me much more scope to use the map I'm on (sydney at present, so I can do alot on both sides of the Sydney harbour bridge)
You've answered your own question. Final solution or lack thereof is up to you which is as it should be. No real right or wrong answer. Simply a matter of personal choice.

Is it even possible to remove or disable 81 tiles from a map once enabled?
I respectfully submit that in facing the very real possibility that playing 81 tiles was indeed the source of stated issues OP in fact has learned from history. Additionally, i submit that the damage caused by subjecting a map to the 81 tile mod is, for all purposes, irreversible.
I understand your point of encouraging players to repair rather than replace but in this instance I am not convinced that simply disabling 81 tiles would clear effects from existing map. I know I've never had any success at trying to do so. Maybe You Have ?

Of course. You may need to remove ploppables first.
No offense, but you have no idea for sure what the issue is until you fully diagnose the problem. We need the saved game for this, especially with Harmony issues. Guessing isn't a good diagnosing tool.
There is only one way to find out.
I'm neither for or against it. I am always against any but info mods in this game. I see so many people with 300 plus hours in this game and can't make a 100k city, not to mention countless cities not at 20k, all because of using mods to fix problems in their city..
You are right as usual about needing a shared save for accurate diagnostics . But completely off base about my guessing. I offered no guesses at all. The comment you refer to was based on OP's comment (true or false, fact or fiction)
Finally I wasn't asking if you liked or approved of the use of mods or not. What other people do in their cities are their business as I see it. Makes no difference to me if they have 300 hours or 3,000. Their game Their choice. Don't see much to be gained by adding up populations either. As we both know it (the game) stalls out at around 1.04 so what's the point? I mean if the best you can reliably do is a few K over 1.04 then that's the best you can do. Where's the adventure in going back to where you've already been?

So, repair should be possible then. Hopefully OP will read this and find out it isn't necessary to start all over again. Didn't sound like he was ready to completely give up on 81 tile gaming just yet.
btw. I'm not at all sure from my reading of OP's comments that the mod was removed or disabled before the game was trashed or after. May have trashed the game before disabling mod but doesn't really sound like it.
Any way Thanks again for the info and I'm going back to SBLV or COVID BOWL if you prefer. Starting to look like Brady Bowl :) I forgot ... NO BLADES ... You may not care :)
