Too Much Education
I have noticed lately in my cities I constantly have highly educated sims even though I do not have a University. I have most of the DLC and I do use several mods but I do not believe any of them affect education. Has anyone ran into this before?

Current build is started a Campus around 25k pop, did not use vanilla Universities. Now I have 70k population.
11% Uneducated
17% Educated
8% Well Educated
64% Highly Educated

There are 5k people eligible for University and I have capacity for over 12k, currently only 2k in University. I have no idea where the 45k highly education citizens came from.

Building Level 4 and Building Level 5 will take over 90% Highly Educated moving.

Like use "Ploppable RICO Revisited 2.4.2"mod, when you plopped Level 4 or Level 5 buildings, you will see over 90% moving in citizen are Highly Educated.

And if you teally troubled about it, just use this mod

Yeh I do a lot of dedicated low education regions. And make them miserable. To prevent the level to go above 2. The amount of uneducated people needed for a city with some general industry and specialized industry is quite a lot. It surprised me honestly.

I started my city ( first ever ) after getting campus DLC. So naturally I wanted to build ALL I could.. The models looked nice. It resulted in waaaay too many high educated.

So I ended up having to shut half of it down. And later I started dedicating low edu areas.

I make service hubs far enough away to prevent happiness bonus. And don't even give them a bus stop.. I'm a cruel ruler. Also I implement the Schools out policy. It is very helpful.

You can avoid issues with jobs by going mainly by offices instead of low edu industry but I like the gritty look of industry and to have different economy regions.
Use the Industry 4.0 Policy to uograde Zoned Industry so it accepts Highly Educated Citizens. Be warned though, enacting the Policy too early, that is to say not having enough Highly Educated Citizens, will adversely affect your already established Zoned Industry buildings.

There is also dedicated mods I believe to force high educated people into .. uhm available jobs. I haven't used it myself though. But I can see the appeal.

For me the high educated people camp in general industries a lot already. It happens when I forget to 'make' uneducated people. And then you have sudden commercial buildings screaming out for workers. Its a slight annoyance.

Thanks everyone for replying.

I think I phrased my original question wrong. I do not have any problems with employment, that is going great. I'm trying to figure out how I always have tons of highly educated citizens without a university being build. Because when I do go to build a campus I struggle to get to 5 stars. Attendance is very low because everyone is already educated.

Did you know that when you upgrade your R zones to level 4 and 5 new Cims who move in are educated and even highly educated?

Those are wealthy Cims who move into homes with high wealth level and they come to the city already educated.
