Wow! I just saw 94% memory in use. Start by disabling your DLC, as they chew up a LOT of mem. (Green Cities, Sunset Harbor...those kind of DLCs)
I've had RAM issues when my cities populations get large, but never the game crashing on loading, and this is a new city on a new map with very few people.
I've already done the pagefile thing.
I only have one DLC: Mass Transit. It seems most maps on the Workshop require that or Network Extensions.

It is reporting you only over 8GB of RAM, but you are using 48GB of memory (page file + RAM=48GB of virtual memory).
That is 6 times the RAM limit.
It's a miracle it loads at all.
Make sure you have no other programs running at all. Make sure you exit them, and not close them. They can sometimes stay running if you only close them.
You have to unsubscribe.
You can do a collection so you don't lose all the stuff.
