Just because you can download a zip file doesn't mean it's working. Is it a 1.1kb zip by any chance? Then it's not working, that's just a note telling you that it's not working:

I have always imported the height maps into World Creator 2, and went from there... If any of you guys are heavy into landscape creation, I highly recommend it:

Since WC2 has MUCH better landscaping tools, I'd rather do modifications in there then in-game (where most tools are dodgy at best). I've found that once I have exported into a game, they need very little (if any) modification... but that depends also on the game.
There working on version 3 right now, and since it exports to a high resolution heightmap, it's compatible with any software that can import them (UNREAL, UNITY, etc.).
