Do they consume generic goods in absence of specialized oil industry?
With the DLC, do they consume raw oil? Or intermediate petroleum? Or unique fuel?
I mean, the name "Oil Power Plant" Kinda gives it away, but I get where you are coming from. They only consume oil resources to produce power, whether the source is oil industries, recycling plants, or out of city deliveries. With industries DLC the power plant will only use unprocessed oil, not their refined versions (plastic/petroleum).
As for the warehouse, I'd probably suggest setting it to "Fill" and the stored resource set to "Oil" (obviously)
Well it's not all the "obviously" because there isn't an entry in the dropdown called "Oil" the way there is for "Flour" or "Glass" -- there's just "Zoned Industry - Oil Products".
Not to mention that a "Small Log Yard" and a "Saw Dust Storage" store the same thing, so the approach of "look at the name" doesn't really help.
What do you do? Well if you check the industries and click under the various categories of Oil, farming, ore or forestry they all have their respective warehouses.
Farming industries have the barn / grain silos for "crops"
Ore related have their pits.
Forestry have their own
Oil finally, have their tank farms.
You plonk down these to get the storage of the raw products.
Just for my own education, are you specifically talking about an industries DLC? I aks because I'm playing around with forestry districts and I haven't seen any warehouses for them
"Power plants: An exception to this supply chain are the coal and oil power plants which consume, respectively, unprocessed ore and oil."
(and)
"Coal and Oil based power … plants require their fuel supplies to be regularly replenished, so if there is traffic congestion in the city these buildings will cease production when fuel supplies run out. They should be placed very close to a good highway access point to mitigate this problem."
