Cities: Skylines oil industry extractors not spawning trucks
Hello, I have an oil industry in my city. I have the main building, warehouses, extractors, crude oil tanks, petroleum and plastic factories. However, the thing is every in-game asset for extracting oil from the ground will not spawn trucks to deliver it to the crude oil storage facilities. Which makes the internal storage of the extractor fill up and complain "not enough buyers for products". I tried hard to find solutions to this problem, but it wasn't that helpful. Please help thank you.

You are miss reading the industrial distribution flow. Industrial facilities do not send trucks out in search places to deliver or purchase goods either one. Instead they all send out availability and need notices and those notices are then matched by AI on a first come first served basis.

Recheck your extractors. If NO trucks are leaving out then NO one needs anything. This is highly unlikely as if everyone in the city is full up extractors will automatically process out of town requests to export goods. If this isn't happening then it can only be if NO out of town connections are available.
If you have one or more trucks out from extractor but none going to internal destinations that means that they are delivering to out of town destinations.
The usual cause of the "not enough buyers for products" notice is overproduction. You don't need a lot of extractors for oil. I use oil exports to finance my city projects and maintain a five star facility with a steady flow of products going threw my cargo hubs. It all runs at from 100% to 132% efficiency with ONLY one SMALL pump. Even then I get occasional notices from the extractor.
You can try adding more storage tanks and more warehouses to act as buffers but the best thing to do is try reducing the number of extractors or just learn to (after checking it) ignore the notice.

I have a lot of outside connections via train and road.

Also, the crude oil storage facilities I have are empty. I have set all of them to "balanced". The extractors are not sending the trucks to the storage facilities.

Are your extractors sitting on empty oil fields?

Are they sending out any trucks to anywhere else? Maybe it would be easier just to share your save so we can see exactly what's going on.

Map ≠ save game. Here's how you actually do it :)

1. Go to Content Manager -> Savegames and find the correct file.
2. Click Share. It will be uploaded to your Steam Community profile (under creations).

You linked to the wrong guide.

It sounds like you've overloaded your industry and all of your trucks are in use. Or possibly an imbalance of buildings causing shortages.

Oh...? Could you point to a better source please? I found the sound a bit problematic on the vid offered by MJ.

Yeah, it isn't the best, but the only one I could fine. At least it has subtitles that should get you through though.

Couldn't say my speakers aren't the best so all I could really do was watch it. But "kristofburger" said I had linked to the wrong thing so what I was asking for was a well written set of printed sharing instructions or guide if one exists.

I see now. You posted a map sharing guide, not saved game sharing guide.

Which do you need?
