Recheck your extractors. If NO trucks are leaving out then NO one needs anything. This is highly unlikely as if everyone in the city is full up extractors will automatically process out of town requests to export goods. If this isn't happening then it can only be if NO out of town connections are available.
If you have one or more trucks out from extractor but none going to internal destinations that means that they are delivering to out of town destinations.
The usual cause of the "not enough buyers for products" notice is overproduction. You don't need a lot of extractors for oil. I use oil exports to finance my city projects and maintain a five star facility with a steady flow of products going threw my cargo hubs. It all runs at from 100% to 132% efficiency with ONLY one SMALL pump. Even then I get occasional notices from the extractor.
You can try adding more storage tanks and more warehouses to act as buffers but the best thing to do is try reducing the number of extractors or just learn to (after checking it) ignore the notice.

Yeah, it isn't the best, but the only one I could fine. At least it has subtitles that should get you through though.
