Report a translation problem
If the outlet is connected to the sewage system and has electricity, it should work fine.
You can always select the outlet, and see if it's operating normally or not. If it's operating normally, increase your city's population so more poop comes out...

Try bulldozing the segment connected to the outlet, and reconnect. (make sure you've got snapping turned on when you do)

Move the sewage drain downstream a little and try attaching the water pipe to it again.
Or move the sewage upstream and see if it attaches to the pipe? You will know it is attached when you wiggle the drain, it should make the drain wiggle and you can see it stays attached to the pipe.
Unpause the game and let it go for day or two (in-game time).
If it doesnt work, then my first guess would be that somehow you have made two separate lines - I mean: your water and savage system is not fully connected. Could You post a screenshot of whole area - from the bird wiev, with water/savage layer?
