Park Life I understand is one for the decorators, with lots of tools for making your city look really pretty. Guess it comes down to if Transport or Decorating fits your playstyle more?
But then again if price is a factor, SH is still at full cost. /shrug

- If you care about detailing, get Parklife.
- If you have money problems, get Parklife for cheat parks.
- If want more garbage/sewage options, get Sunset Harbor.
- If you like more pointless transit options, get Sunset Harbor.
- If you like wasting time putting down ship paths for an underdeveloped mechanic, get Sunset Harbor.
- If you use want pretty buildings for transit hubs (instead of cims just walking across a street), get Sunset Harbor.
Sunset Harbor is pretty disappointing. First off it's the most "Recent" DLC so it's generally full price still even when things go on sale. I got it 30% off and that is about the best i have found on Steam itself as it was part of a bundle pack in where I had every thing else.
But the transport options are silly. Hellicopters are fairly expensive but only carry 20 passengers at a time without mods, yet they are one of the most popular forms of public transit if you have any down as they are fastest way around your city. Simply put they can't keep up with the demand in any way.
Fishing is kind of a under worked joke. You have various fishing options and different types of fish depending on water level, but they all are converted into generic "Fish" once caught so none of it matters. They are just processed and sold as generic goods without half the buildings the Industry DLC's use. It's a very boring and simple industry, one that isn't all that profitable either for a long time.
As for the Transit options, most of them are just ripped off of stuff that have been in Mods for ages, like above ground Metro stations. But the new stuff like Intercity Bus hubs are pretty underwhelming. You already have ships, planes, trains and even the space elevator to take in tourist, a few buses isn't really a lot of help cept really early game when your tourism is pretty low anyway.
Sunset Harbor was the last DLC this game is going to get far as I know, it felt rushed and unfinished but isn't going to get any improvements either. It also happens to break quite a few of the older mods and assets as they were made before it came out, and the creators no longer update their stuff.
i say park life. it adds a lot of life to your city in big, noticeable tracts. sunset harbor feels like the dlc of mostly leftover microwaved ideas, but i do appreciate the new waste management system it implements.
Nature Preserves are kind of lame with mostly camp sites and picnic tables. Also the fact it doesn't seemingly care at all about what type of land you have.. as long as it's not polluted and the land value is fairly high people come. Though far less than city parks, especially if you put out out of the way in a nice scenic area.
Amusement parks are the most expensive to upkeep and really don't seem to attract that much more traffic. Most my amusement parks barely break even without using the pathing trick to force people to use it as a short cut.
But Park life is a cheaper DLC I believe and I got it free last year when they gave it away as part of some promotion. So I can't really complain. As for Sunset Waste Management it's kind of good but not really. It creates land pollution, instead of water. Even the Eco friendly versions still do a little.
Kind of neat if your map has no real access to water sources to pump or dump water into. But not that amazing considering it still creates pollution and is fairly expensive. Oh and mods had been doing it better for years before the DLC came out...
