The easiest way to make money is to start plopping education right away. Don't plop buildings unless absolutely needed. Ploppable buildings can be very expensive and a lot of maintenance.

If you own the industries DLC, it can make money quickly on its specialty districts.

But early education is the big key. Education pay for itself and likely makes a profit. Educated commit les crime, use less resources, so you need fewer of them, they even use less electricity to save on power bills.

Ah I see I thought I needed a lot of uneducated citizens for my indutry section as it kept saying it had no workers

Put all taxes on max. Keep an eye on city growth, and put taxes back to normal once it stalls. That's the way Biffa always makes a quick buck to finance things.

Lack of workers means your unemployment is low. It must be high at all times. I try to keep it above 10% early game for best results.

The green demand bar should always be below half, as that means it is supplying too many workers, so it doesn't want you to build any more residential. Don't be fooled, keep building a little more before switching to job creation, so the demand doesn't rise on you too quickly.

Just don't forget to keep education high as well.

Do you have the Industries DLC? If not, paint a district, set it to an industrial district and paint yellow industrial zones. You need some generic industries for specialized industries to send goods so that the generic industries make goods for sale in your commercial zones. If you have the Industries DLC, make sure that you plop the Unique Industries as soon as you can so that they feed your commercial areas.

Try to even out the residential and industry (IF IT ISN'T). There should always be more residential then industry. Try to raise taxes to 13 - 18%. If that doesnt work then try to see if you can lower the budget on services you don't really need. This will help you save and earn a little bit more money. If all fails - take a small loan. (NEVER BIG LOANS)

After that The quickest way I've found is use the Industries DLC to build a Industrial Complex connected to outside by interstate trucking and cargo rail and go into the export business.

Example:
Note the 364,000. weekly income and 0 population. Only Industrial & transportation.
