Not enough resources ( generic industry ) -Solved
I need some help regarding a lack of resources for generic Industry. I'm not sure if it's caused by a mod incompatibility, update change, or something else. It makes the game unplayable, as it kills any growth due to lack of needs for industry / commercial. I stopped playing the game a year ago due to this, and came back to see it still here.

For reference, population does not seem to matter, as I've had it occur at all populations, from starting at 3k, to 12k, or loading up my bigger cities where it suddenly strikes and kills them, at 156k and 265k respectively. Traffic is not the cause, as it would normally be, as the affected areas are directly connected near the beginnings of highways, and have rail cargo next to them, 86% traffic with map that starts at 87% etc. I have also tested having them on connected loop roads or dead ends with no change.
I believe something is causing the generic industries to believe they do not receive deliveries, or never spawn one to begin with, given how close they are to where any traffic would come from. This is specific to generic industry, as I can use specialized zones fine, or build up using industry dlc zones as well. However alone they will eventually not be able to keep up with goods demand, and with limited imports the city will fail. So generic needs to be working for me. That or I have multiple mod issues regarding receiving deliveries and imports.

Starting area, right next to a highway. Generic is not getting resources, leaving, then causing shops next to them to not have enough goods. Again it is specific to Generic, all the specialized areas nearby are working without issue. It has an overbuilt interchange next to it, and direct rail connection to the outside with the basic cargo train terminal. No special assets used for it.

One of the most dense cities I built. The industry here does not have a direct connection, only using mix of highways and main roads. However later adding in a cargo harbor, and literally bulldozing a path to that area to make way for a cargo train also did not solve the issue. This is why I don't believe it's a traffic flow or distance issue, but with mods or something else causing it.

The only mod I can think of to alter a setting similar to this would be the Outside Connections optimizer, however I have it's settings at 1x like default game would be. I'm not sure if anything has changed in the other mods however, which could cause this.
I also have 7000+ assets, if that matters, but I am using basic cargo terminals and TM:PE. I'm not aware of any assets that could break demand / delivery outside of modded cargo stations, which I am not using.

System specs: Win 7 ultimate , 5830k, 128gb ram, gtx 1070. I am running the game on a slow af 5900 hard drive, instead of a faster one or ssd if that matters.

It sounds like you didn't feed your industry what it needed, so it ran out of the limited resources it could import from the highway.

It helps to have industry on the highway, so they can have quick access.

You can add cargo stations (sea, train, and air (air needs Industries DLC)) to feed them as well.

You can also feed them with specialized industry, but that can cause other problems, mainly traffic.

Maybe post your saved game instead of pictures. Or link pictures to steam's screenshot app.

I have resources surrounding my industry in both cases, and in the first picture, literally on the highway exit. It can't be more direct of a route then that.
I have to ask if you looked at it? As it is directly next to a rail line & special industry & commercial also. This is not a late game issue of traffic route or hitting limits, as it happens at the very start of a game no matter what action I take. It's not so simple a problem, it's why I laid out above, or I would have fixed it. This is why I believe it to be a mod related issue, incompatibility, game update, or both.

How would I post the save file?

No, I didn't look at any pictures. There is no error of not enough resources.

There are not enough:

Raw materials
Goods to sell
Places to shop
Workers
Educated workers
Buyers
Sellers

And I'm sure many more. But there is no not enough resources that I'm aware of.

All of the Not Enough messages are usually related to zoning issues.

Everything is on a timer.

Maybe you've reached a vehicle limit? That is usually not enough raw materials, as that is the first link in the supply chain.

Use watch It! mod to see if you are near or at it.

You're correct, and thanks! I just found it when testing too, and looking at the current mod page confirms it doesn't work with both the current game version as well as conflicting with Tmpe. Taking it out and running the city, everything works. Putting it back in, bits slowly break over time, with no changes at all, just running the sim and letting it play out.

For others who find this, and don't have a simple traffic error or bad design causing no deliveries, this mod could be it. Strangely my industries work as normal, which is what is considered broken for others along with importing who have EDS installed. Instead it seems I have broken export / import and generic industry, while special industries work fine.Only downside is slightly worse traffic and planning for dumb ai. It is functional however.
