Should I check the installation file or add some mods? All services are not lacking and look - they still don't bother leveling up

P/S The problem I want to mention here is : Why are almost all the requirements missing but some buildings can still max level ???? What happen ? and some buildings are almost eligible but they still won't level up ???

But it always does this. All buildings don't level up at the same time.
Mine took an hour, but I play on x3 speed. I find building at x1 speed is too slow and I expand faster than my city matures and causes issues. There is no real downside to x3 except the few minutes at the start.
Usually it will level up very quickly, if all services are available. In order for them to level up, they must be surrounded by different buildings. Often buildings that are off the fringes or too spaced will have poor growth, but building too close will cause congestion.
I finally discovered the following build:
- The innermost layer is the residential area.
- The protective outer layer will be the office area so that they can benefit from neighborhood services and protect the residential from commercial noise.
- Then there is the commercial area.
- Industrial zones can be built anywhere as long as import and export are guaranteed.
The game has a lot of little quirks that aren't always easy to figure out nor make sense sometimes. But once you figure them out, they seem to mimic real life more than you'd expect.
Yes I agree ... buildings leveling up will soon be the least of your worries.
