Any expert can explain what the hell is going on here?

Post a saved game so we can see it in motion. Looks like you had abandonment and the occupation made it level 1 again with new cims moving in.

Are you placing parks and other services? Even giving cims a walking path can cause an upgrade as it gives them a different way to get around.

I loaded the city and all seems fine to me. I let it run a little bit and here is a screenshot of it leveling just fine, although slow from lack of service coverage.

Maybe post what specific thing(s) you think is wrong?

A park is some place people go to and enjoy picnics or other gatherings. Services are police, garbage, fire stations, post offices, death care and medical clinics. Buildings will level up when you place such near your areas. This gives your cims happiness as well.

Pedstrian paths can be seen in this screen of pedestrians[www.whiteknight77.net] using the walkway over the highway.

Doesn't seem that surprising to me. You have lots of education, lots of parks, and High Tech Housing. The land value boost from the last of those is magical for getting residential to lvl5.

Should I check the installation file or add some mods? All services are not lacking and look - they still don't bother leveling up

Or Do you build anything else ?

P/S The problem I want to mention here is : Why are almost all the requirements missing but some buildings can still max level ???? What happen ? and some buildings are almost eligible but they still won't level up ???

What the hell is going on to me ???? wanna cry....

They level out of order as you are lacking in services. For instance, some may not have a job yet, or haven't made it to work on time, poor high school, delivery late, etc. The other part of your city may be helping out and send stuff over?

But it always does this. All buildings don't level up at the same time.

Mine took an hour, but I play on x3 speed. I find building at x1 speed is too slow and I expand faster than my city matures and causes issues. There is no real downside to x3 except the few minutes at the start.

Usually it will level up very quickly, if all services are available. In order for them to level up, they must be surrounded by different buildings. Often buildings that are off the fringes or too spaced will have poor growth, but building too close will cause congestion.

I finally discovered the following build:

- The innermost layer is the residential area.
- The protective outer layer will be the office area so that they can benefit from neighborhood services and protect the residential from commercial noise.
- Then there is the commercial area.
- Industrial zones can be built anywhere as long as import and export are guaranteed.

You sound like you got it under control.

The game has a lot of little quirks that aren't always easy to figure out nor make sense sometimes. But once you figure them out, they seem to mimic real life more than you'd expect.

Like Using 10 times as much power as you are producing, pumping massive amounts of pollution into your drinking water and running a city over 8,000,000 in debt. just to name a few. But ya ..... if not for those sort of things it looks like you've got it under control. Sure .....

Yes I agree ... buildings leveling up will soon be the least of your worries.

I'm building a dream city where you can use all the services for free. In spite of terrible debt my resident is 100% satisfied. Anyway, my money is endless - rich and no afraid :lunar2019grinningpig:
