how do you unlock the fountain of life and death?

i need to unlock the fountain of life and death but don't know how. it say that it requires one full lifetime spent in the city, but i don't understand what they mean by that and i could not find more details on it.

6 - 10 in game years = life span of citizen Look at game clock lower left for date around 09/01/2030 more or less.

It means that one citizen has been born and then has died in your city.

One life time used to be 5-6 years, but I think sunset harbor has messed with cim ages, so maybe 10-years?

It starts with the real life date you started the game.
