Also don't forget as your city grows it puts more strain on the available resources which then becomes the tipping point, the best solution is t upgrade your ram but upping page file will help for now.
If yes can you post your error.log report from the crash folder.
Crash folder will be located in C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\ and the folder will be named something like this 2018-11-06_210742llook inside that and there will be an error.log report, copy and paste the text from it into your next post.
Then paste the contents into a site like https://paste.ee and then post the links to the files in your next post.

Other than that you have the choices of deleteing a stack of assets or upgrading to 16GB, for longevity i would recommend upgrading to 16GB as soon as possible.
