City Skylines I don't get the budget
How a city can go from 2,482,497.12 to only 27,593.00 in just a few game play hours is stupid. I can't play a city that refuses to get out of its downwards spiral. No matter what I try to fix the city my money always goes in the red and I have to restart it, from a saved version.

taxes to low, building too many services, and roads before they are needed.

I got a bunch of abandon buildings, the roads are needed, but it cost money to get rid of them if I raise the taxes all the cims complain taxes are too high.

I just used the slider and so far it seems to be working lowered them as low as I thought, they are complaining about low land value now and two few services hope it ain't something bad later on.

Slider for what?

low land value means you removed something or maybe raised taxes or lowered your service sliders.

Try to not adjust any taxes, sliders, budgets, policies, etc. Each one will throw the game out of balance in different ways. Some good, some bad.

Taxes sliders should be 9% and budget sliders at 100% for best (consistent) results.

Residential taxes are your biggest source of income by far. Don't adjust them and if you decide to lower them, then first make sure you have another source of income that can match it.
Until Industries DLC, nothing else has ever come close to the revenue that residential taxes brings, even at the default 9%.
So, leave the taxes alone and focus on what the abandoned buildings are telling you. Improve land value (abandoned buildings themselves lower land value) and provide them with all of the services they need.

The game refuses to remove the abandened building and when I shut down services they become unhappy. Its my first city had 42,000 people but they are leaving went from 42,000 50 35,000 and it is staying there and slowly dropping I am getting annoyed at this game.

What do you mean exactly by the game refuses to remove the abandoned building? You remove it by bulldozing it.

The game reoccupies them when it becomes happy again. No need to remove them.

Yes, services make cims (buildings) happy. If you remove them, they get unhappy.

Good advice - i never mess with taxes, ever. I did once only for the achievements that you get for having each one 5% higher than the rest for a year and i gotta tell ya, that 14% made every building of that RCI type go abandoned within 10 minutes.

The population grows stagnet and won't progress after reaching 48000 and begins to decline to 35,000. The RCI meter is 0 0 0. All neighborhoods have abandoned houses and I make 124,861.29. My expenses is 122,489.58 I tried some disasters to wake up the population but that didn't do a thing.

Edit: nothing I do gets the population to increase itself it just builds builds and abandons them.

For the third time, What do the buildings say caused the abandonment?

Just click the abandoned building and hover the mouse over the data and one of them will report why it went abandoned.
