I have the same issue as Noobie, but sadly this trick did not work for me.
I tried to disable / enable the DLC, but no luck.
Bummer that this bug still exists.
I have also seen instances where the path is broken so it stops the line from being built. The one I repaired the node that was very close to shore ended up being broken or disconnected somehow.

The solution is to think of the ferry stops and the Ferry depots more like train stations. you need "tracks" in and out of the "Station" for things to function. until you have the in and out paths setup you cannot set up the ferry schedule. until the depot is connected with an in and out path to the ferry route, there are no ferries. so set up a loop that visits each ferry stop as well as the depot for your first attempt. then try to setup a ferry schedule.
Also, if you see any circles along the route, it's a broken route. delete and redo the route. you must lay the route all at once between any two stops. really silly, but that's how it is. you cannot delete a section and fill it in.
Once I move it down with the help of Move It, it works!
