Well, to be honest I prefer fairly more SC4 than CS because of the management focus and depth, however the latest Simcity falls short quickly. With CS at least you can have a lot of content if you wait sales and so the game is at least a great slow-paced game to relax.
Simcity 2013 is a bit more ambitious in fact and ideas are great..on paper because challenge is not really there and SC atmosphere has gone. It is worth TRYING but CS is more worth BUYING. The main reason is beacause of SC content. Even playing with regions, it will fall short.
Note that I do not play with mods
C:S has a lot of content and land area. Be careful of the workshop. They can do more harm than good until you learn the game without them.
If you only get one, then I'd say C:S. but getting both is better.
CS is far more casual of a game experience for me, the opening phase(s) are quite difficult, especially if you make any attempts to plan ahead, but eventually after 3-4 milestones, the city becomes almost self-sustaining in terms of profit making and growth. There's far more freedom to build, but that at times annoys me like when roads don't align by 1 tile.
