Yes, that is what I meant. Power off (not sleep). Laptop users tend to just put it to sleep by closing the lid only.
Try what Belo posted above and see if that helps. But your system has integrated Intel graphics, so your performance will be bad. It shouldn't crash without workshop. although it might be turning off from overheating. Does it feel very warm?
Contrary to what their name implies, laptops aren't going to do well on your lap. It will block cooling and cause overheating. Plus block up the ports with debris when it's not on you lap.
Maybe blow out the cooling system with canned air from the intake port and try to blow it back out through the exhaust port. Try to put a pin in the fan if possible to keep the canned air from over spinning the fan and wear it out.
Hi Belo, Im assuming it has just the integrated one because I didnt do anything to the laptop (like add on any hardware or software) when I got it. Its out of the box type thing. So whatever it came with is what I got. I will check that guide out deffo
@MarkJohnson, thanks for the reply. My laptop is actually not shutting down on its own or anything like that. Sorry about the confusion there. I meant I shut it down manually last night. It DOES get hot though. I keep it on a table when downstairs and when upstairs I actually have it on a small box so it overhangs off the edges so it doesnt overheat. So far, Ive not had any issues with it shutting itself off. I did reboot as well last night (and yes Im one of those people who usually just shut the lid and let it sleep lol) But last night I shut her down overnight to see if it worked today. Laptop was nice and cool when I tried out the game 1st thing when I turned it on.
Im going to see if its my system thats not up to spec then with that guide. Only thing is, I dont know crap about computer tech, the only thing I know about my laptop is thats its HP Pavillion with a core i5, 7th generation, and the other specs I put up in original post.
I find it hard to think that all the SimCity games played fine on my lap top with no lag or funny issues. Everything was streamless and I even used TONNES of mods on Sim 4, and yet Cities Skylines might be too much for it to handle? Is Skylines waaaaayyyy more memory? Remember Im not using any mods and only 1 DLC

But, this game is a resource hog. It isn't your normal city builder and it can use up to a 4-core/8-thread CPU with ease on larger cities.
You only have a dual core with 4-threads. plus it's a laptop, so lag is inevitable, but even high end rigs will never sustain over 30 fps zoomed in, but you shouldn't be having stutter. Although, your integrated Intel graphics can use up to 2 GB of RAM, so it will take away from the rest of your system.
Make sure you have no other apps open and running in the background. Any HP apps that came with the system can be sucking away resources.
Being you have a business laptop, it could be it is in some kind of power saving mode, so setting it to gaming/high performance mode may help. Windows has a setting under System/power & Sleep. HP likely has one somewhere as well. try Google for your specific laptop model, if you can't find it.
Mouse is deffo ok, I know its not the mouse. I actually do shut all apps down when playing as well, cuz I thought that might slow it up. I will absolutely try your idea on setting the system to gaming/hi performance mode. That hopefully will help!
Doing TONNES more research it just looks like Im screwed with having an integrated GPU and not a proper separate GPU for gaming. Its like having no GPU really.... also I only have 2.5GHz (whatever that means) and having 8GB Ram is like minimum requirement, so as you mentioned and others mentioned, once my city grows, it will slow even more :(
thanks for your advice! Im gonna try that and see about adding mods to help. If they dont work, its back to Sim City for me haha. I'll have to wait for Cities, until I get a better system. Shame cuz I just bought this computer 2 year ago!
