close your game..
load up your steam window, find cities skylines
scroll down until you see the workshop button, go into that..
you should see your profile on the right now.. in a section that
says your workshop files, the little arrow on your files, drop that down
click subscribed items.. find your subscribed mods there... remove the
network extensions project.. you need to now find the newer one

I noticed the same issue you described when I used the old network extension roads. Vehicles would not spawn onto them correctly if at all..
Oh and you'll want to update the traffic manager if you have the old one.. un sub that old one first.. the linked one.. president edition is the one I'm using, seems to work..
I followed the steps...nothing was subscribed there...it was empty.
