I'm pretty new to the game but a Metro system reduced my traffic immensely
I also looked closely at the massive lane backups I had and noted where the traffic was actually going. Once I established that I added a few filters off the freeway to those areas so they didn't go through the main intersection. But as traffic always finds the fastest route you gotta be careful that the bulk of the traffic doesn't want to use your little short cut
With their help you can set onto which lane they are allowed to turn, etc.
It will not help 100% but it get's better and if it is still not enough, you should maybe think about redesigning your city! ;)
