It matches up. It can be changed at terrain.party, but it needs to be 18 for a 1:1 ratio. i.e. 18km or 9 tiles. or 9 tile by 9 tiles.
It can go to 30km I think, or 15-tiles by 15-tiles. but that won't scale evenly.
If you used Cimtographer to do this (or similar mod), then it is set for 25-tiles on import. You need to set it to 81-tiles manually.

What is Overlayer V2? I don't see it in the workshop.
You only need to get the coordinances from the readme file from the terrain.party download file.
Paste them into cimtographer.
Not sure if cimtographer works for roads, but the maps worked last time I tested.
