I ended up applying education boost everywhere to get more people to go to university so the buildings I want to level up would also get a big supply of overeducated workers, though still having problems levelling up (see my other post).
But yeah, education boost citywide might help, but then again it may cause other issues I'm not sure. I think I might have a shortage of partly-educated citizens in my city and not sure if this is causing any problems.
Although I'm not getting any abandonment due to worker education myself, I do regularly get bouts of abandonment due to death waves and corpses piling up despite tons of crematoriums and 150% health budget.
Maybe the uneducated are ust placeholders so they aren't roaming your streets?
Maybe a mod?
But definitely lack of education.
Correct, all jobs level up immediately with enough happiness bonuses. But residential will only level up according to education level + happiness whichever is lowest.
