All my cities ar broken. No road connections. All of my assets are gone and all of my mods are gone. No water, No power. What happend?

You have a k-series processor, you should be able to overclock it pretty easily up to 3.7ghz which would improve speeds. 8gb ram is pretty low if you are aiming to have all the DLC's plus mods and assets. You could set up your pagefile to help in that regard.
If your budget is 150euro, you probably would be limited to upgrading the ram, since a new-generation CPU would require a new motherboard (and ram) as well. Is the game running from your SSD, or your peripheral hard drives?

GPU is the least used part of the game.

If your complaint you need more FPS, then you won't get any. This game runs at 30 FPS zoomed in at best. Adding workshop add-ons will make it even worse.

Yes, that was strange. Of course I already had a steam account but I no longer knew how I registered. so I signed up with a new email address. But with my steam name. And when I restarted to my saved game, all mods and assets were gone. I booted my PC this morning and everything is back. Weird!

They were missing because of syncing issues with the Steam library. Once it synced back today, it all returned.

I had this problem, I uninstalled my game then reinstalled it and it seemed to fix it, dont know what was causing the problem though

And yes it is your specs! When do you guys finally understand Windows or any other OS!
The system needs a pagefile to work so it can put non-essential stuff there!

As CS is a hungry RAM eating game you need an even bigger pagefile.

Just the game and all DLC's without assets need more than 8GB.

So, the only solution is for you to set your pagefile minimum and maximum to 32000 which means 32GB RAM.

Why do you have to set it like this? Because it is quicker for the OS to allocate this once then in small steps!

Now you can argue how long you want but in the end, this is YOUR SOLUTION!

4GB RAM is not enough, try 32 or 64GB.

Your specs look fine for vanilla game and 9-tiles
If you want more assets, then double your RAM. 16GB should be fine. I wouldn't spend any more on this.
If your city is lagging, and your 24 hour takes takes longer than 10 seconds, then upgrade to 2600k, maybe not worth it. Might be better for new budget rig.
If your FPS is below 15, buying a video card may help a tiny bit. Not really worth it for this rig. But a new video card will be reusable on a new rig. so it won't be wasted money. GTX 1650 would be a decent new card for around 150 euro I'd imagine. Mine was $160 USD and there were cheaper options.

Just remember, a video card is only going to get a max of 30 FPS zoomed into a busy intersection. Zooming out will be a little better. but as your city grows, it will get lower as well.

@ Savarast and Mark johnson, I think I'm going to build a new PC again. I can patch this PC but better spend a little more euros and then I can continue for another 10 years. Building a new PC is fun too. Thx for the advice.

The fixed size pagefile is almost irrelevant using an ssd. I would still recommend it just so the storage space is allocated and not some wildcard that could pop up some day if the drive ever gets full.

Going for a new build would be in your best interest. Even low budget entry computers are superior to your trusted rig these days. I'd make sure it's got an ssd, at least 16GB ram and a motherboard with four ram slots, and a gpu with at least 6gb of memory, that should be good for quite a while.
Upgrade the odd component every two years and unless there's a major form factor shift, yeah, you can save a buck in the beginning and seriously upgrade later.
That's what I think, anyhow ;)
I'm still not at a point where I would upgrade my 1060, but I must admit, the 1660super of my gf is playing in another league. And she got it with a coupon and whatnot, for cheaper than I got my card several years ago... I really suck at shopping I suppose :steammocking:
And less than 16GB of ram is seriously suicide when considering playing this game with any sense of pleasure :) Again, just my opinion o7
