my bus stops in high res areas are always full of people, way more than what the buses can handle. like in the hundreds, and buses that come are usually full, so a handful will leave while a handful gets on the bus.
how do i get around this?
You get either Transport Lines Manager or Improved Public Transport 2.
I'd go with TLM as it simply has more options that let's you customize it even further. Then you drop the budget down to 5% and add as many lines as needed to keep your stops at healthy levels of waiting people as if they wait too long they will give up an wander off (bad for you). It also let you change the ticket pricing so that your public transport actually becomes... well.. affordable rather than a burden.
If you notice, each taxi depot only has a capacity of 25 cabs, and each taxi stand has a capacity of only 5 cabs.
So I think in theory you would want to maintain a ratio of about 5 taxi stands per depot, but even then, this is still extremely low capacity compared to the bus/metro system that you probably already have implemented in your city.

Some things I try are keeping residential within 12 blocks (1km) of jobs. This is the walking distance of workers.
Tourists want to visit commerce and unique buildings. So I make sure to create a large tourist trap. Tourist want to visit different attractions all day long. To try to keep them in one location as best you can. So use metro in tourist districts, as well as, taxi. Use buses to transport shoppers/workers from residential.
Also, trains, ships, airports are more for tourism to get them from the outside connections of the map into your city by bypassing roads. So you should have them in your tourist trap. I build mine along the shoreline for ship access, flanked by trains, with an airport at the rear, so this way tourists are boxed in the tourist trap.
Finally, your biggest concern is building with purpose. If you create a transport system that doesn't take cims where they want to go, they'll sit at stops all day.
It is tough to balance these out and takes time. I must have built a dozen cities before figuring these out.
